THE POLICIES OF ISRAEL, IRAN, TURKEY AND AZERBAIJAN TOWARDS THEIR DIASPORAS

The book analyzes the government policies of the Israel, Iran, Turkey and Azerbaijan towards their diasporas. The creation history and current issues of the mentioned diasporas are reviewed. The issues of country-diaspora cooperation in politics, economy, science and other areas are discussed.

The book is intended for government officials, scholars of political studies, diaspora experts and wider readership.



SUMMARY

In summary of this book a number of notes can made about the Israeli, Iranian, Azerbaijani and Turkish diasporas. There are many differences between these diasporas in terms of their origins. While the Israeli diaspora started to form over two thousand years ago after the loss of the Jewish statehood, the Iranian, Azerbaijani and Turkish diasporas can be deemed a phenomenon of the 20th century. The emergence of the Iranian diaspora is attributed to the Islamic Revolution of 1979, whereas the Turkish and Azerbaijani diasporas are primarily a result of labor migration. Worded differently, the underlying causes for the advent of Iranian diaspora were political, while in case of the Turkish and Azerbaijani diasporas the socioeconomic component was dominant.

Regardless of the origins peculiarities of the diasporas, these countries try to deepen relations with their compatriots abroad, having in mind the following strategic objectives:

1. Support for survival, self-organization and development of the diaspora.

2. Involvement of the diaspora’s scientific, information, and political potential, and financial capital to assist with facing the state and pan-national challenges.

Given the potential of the country, as well as various internal and external circumstances, the governments of these countries use various strategic and conceptual approaches along with their relevant functional mechanisms.

It has to be noted that the diasporas of the mentioned four countries have both resources and problems. In some cases, especially the diasporas of Iran, Turkey and Azerbaijan even pose certain challenges to these countries.

For all four countries the state-diaspora relations contain manifestations that at least can be interesting for government entities which implement diaspora policies, as well as scientific circles with research interest in this area.
