ARMENIA – DIASPORA: NEW CHALLENGES

A brief overview suggests that the realities formed under the current “cold war” and changing world order negatively influence Armenia and Diaspora. It is also possible that at some point the global developments will start posing a direct threat to our national security. However, as it happened a century ago, the Armenian public and its elite tend to pay little attention to development of national strategies and forecasting. In order to start solving the problems accumulated in this area, it is necessary to establish think-tanks with relevant profile with participation of leading experts of Armenia and Diaspora.

SECURITY. JUSTICE. DEVELOPMENT (on Sergey Glazyev’s Report)

The article analyzes Sergey Glazyev’s Report “About urgent measures to counter threats to the existence of Russia” and draws parallels with the situation formed by economic and monetary policies in Armenia. The necessity to depart from the liberal economic track is substantiated, which requires a change in economic path. Special emphasis is placed on the need to form a modern national monetary system that would be adequate for the objectives of increasing investment activity.

RESEARCH CENTERS OF GEORGIA (PHASES OF ESTABLISHMENT AND MAIN DIRECTIONS OF ACTIVITIES)

This article is part of a wider study project Establishment and Main Directions of Activities of the Research Centers in Georgia. In the article the process of emergence and development of independent non-government information, analytical and academic research centers and institutions in Georgia is reviewed. Most of these centers call themselves in an American manner – “think tanks.” At the same time, it has to be noted that “think tank” in this article is understood as “centers and institutes that study and analyze political processes and problems, as well as develop recommendations for interested actors (government bodies, political parties and business structures).” The article presents emergence and development phases of these centers in Georgia, as well as classifies them and uncovers the main directions of their activities and sources of funding.

MANAGING THE DEVELOPMENT OF SOCIETY

The globalization crisis always begins with critical weakening of the dominant empire’s ruling ideology in the territories under its control. To counter this process, the empire spends increasingly more resources, which only boosts the process. At a certain stage of receding economy, the degradation process reaches political and economic levels. The empire loses control over its areas of interests. Allies often turn into enemies. The article reviews the concepts of inclusive and extractive development of a state that was proposed by D. Acemoglu and J. Robinson, at the same suggesting his own interpretation of the subject matter issues.

REGIONAL PATRIOTISM IN THE SYSTEM OF POLITICAL ENGINEERING

The problems of acceptability of using engineering constructs in interpretation of the concept of “regional patriotism” are considered in the article. Various techniques, methods and technologies of reconstructing patriotic ideas and practical steps of the regional political actors are examined. Universal engineering methodological construct is formed based on the principle of historicism.

SOME ASPECTS OF GENOCIDE DENIAL AND RESTRICTION OF THE RIGHT TO FREEDOM OF EXPRESSION

The article reviews several problems of the denial of genocide and restriction of the right to freedom of expression. In particular, the contemporary trends of this problem are analyzed especially in relation with the effect of the denial of Armenian Genocide. In the article some issues of limitation o the right to freedom of expression, genocide denial are reviewed and summarized, and the recent verdict of ECHR on Perinçek vs. Switzerland is analyzed.

PSYCHOPHYSIOLOGICAL STUDY OF THE PERSONNEL BY USING POLYGRAPH

Specially tailored multilateral system of complex psychological survey within the frame of individual psychological characteristics study of personnel capabilities has been developed, adapted to industry specifics. The method of polygraph semantic questionnaire composition has been modified for the system of psychological business safety. It has been found out that questioning with use of polygraph represents an integral method for assessment of information accuracy in HR strategy and the human factor. It was confirmed that non-invasive assessment of information credibility allows verifying the sincerity of verbal responses by autonomic, mimic and psychomotor reactions of the personnel.
