«21-й ВЕК», №1, 2016

The first issue of the «21-й ВЕК» journal for 2016 has been published by Noravank Foundation. This issue of the journal includes analytic articles among other things covering the peculiarities of the multipolar system in the modern world (Gagik Harutyunyan), policy-making of small nations (A. Navasardyan), integration processes in Armenia (A. Shanyavsky), and attitudes of the Armenian youth towards politics as a whole (S. Manukyan). Special attention is paid to the image of Azerbaijanis in internet forums (Gayane Harutyunyan), the obligations of states in criminalization of the Genocide denial (A. SOME PECULIARITIES OF THE MULTIPOLAR SYSTEM

The final fragmentation of the monopolar world system and the forming of military, political and ideological multipolar system dictate their rules to both global and regional actors. In the context of “de-globalization” the USA make an attempt to maintain their supremacy through “active defense”. The geopolitical steps undertaken by Russia and economic ones by China symbolize the return of classical geopolitics and geo-economy to the global arena. The relations between the main geopolitical actors, along with the growing tensions contain also elements of dynamic equilibrium, and this condition tends to strengthen.

SMALL COUNTRIES IN THE THREEFOLD PATTERN OF THE ANTI-TERROR COALITIONS

An Islamic quasi-state called Daesh has recently emerged in world politics. For the first time after Westphalian agreement in international affairs it disputes countries' legitimacy in announcing war or peace. Now there are six flash points in Middle East: Israeli-Palestinian conflict, military actions with the Daesh in Iraq, Syria, Yemen and the conflict between Iran and Saudi Arabia. The latter burst out in early 2016, threatening to aggravate the explosive situation in the region and expand it beyond its borders, causing a war of religions between Sunnis and Shias. Republic of Armenia should remain neutral in such kind of chaotic situation and avoid supporting any of three anti-Daesh coalitions. Having no diplomatic ties with Saudi Arabia and Pakistan, Armenia should attempt a diplomatic breakthrough towards Islamabad, making use of the antagonism observed between these two countries.

THE ARMENIAN YOUTH AND THE POLITICAL PROCESSES IN THE LIGHT OF SOCIOLOGICAL STUDIES

The article examines the issue of teaching quality of social sciences in the universities of Yerevan based on sociological studies data, and evaluates effectiveness of social sciences knowledge transfer during the learning. The issue of the students’ conceptual and systemic knowledge on the world system is discussed. The students’ public activity, its characteristics and possibilities of ideological manipulation of student movements are assessed. The efficiency and quality of political parties’ recruitment among students and its impact on worldview of future elites of Armenia is reviewed.

ARMENIA’S INTEGRATION TURNAROUND FROM EU TO EAEU

The article examines the reasons that prompted the Armenian leadership to make an integration turnaround from the EU to the Eurasian Economic Union in 2013. In this relation, an analysis of existing scientific publications on this topic is performed. Further, with involvement of sources and literature unused by other researchers, the article characterizes the integration policy of Armenia in 2008-2013, and formulates the main conclusions based on the studied materials.

POLICY OF CHINA ON NONPROLIFERATION OF WEAPONS OF MASS DESTRUCTION IN 21ST CENTURY

Considering the domestic and international laws that China enacted for effective control of nuclear weapons, it can be stated that official Beijing has created a solid legislative foundation to counter proliferation of nuclear weapons and hazardous materials. China consistently stands against WMD proliferation on Korean Peninsula. Also, developing nuclear weapons by Iran is not in interests of China at all. China is really interested in Iranian energy resources, but in no way is ready to worsen relations with its main trade partners USA and EU because of Iran. This fact should keep Teheran cautious and force it to strictly follow the JCPOA, because if China substitutes Iranian oil with alternative resources, then Iran might lose a quite powerful and influential ally in the UN Security Council. The DPRK remains a military ally of China and despite the latter’s desire to create nuclear-free zone on Korean Peninsula and criticism of the nuclear program of DPRK, it appears China will defend its neighbor in a possible war, but will not do the same for Iran.

IMAGES OF AZERBAIJANIS IN ARMENIAN INTERNET FORUMS

The paper is dedicated to the study of Armenian identity construction through the prism of Armenian stereotypes toward Azerbaijani people on the example of Armenian internet forums. The main research goal of the paper was to understand how composition of Armenian identity occurs through of stereotypical description of Azerbaijani people. To achieve this goal sociological research was implemented which showed that there is no single image of Azerbaijani people. Participants develop different stereotypical images which indirectly contributed to the formation Armenian identity.

PSYCHOLOGICAL AND PSYCHOPHYSIOLOGICAL STUDY OF PERSONNEL WITHIN HUMAN RESOURCES STRATEGY

Specially tailored multilateral system of complex psychological survey within the frame of individual psychological characteristics study of personnel capabilities according to airline specifics has been developed. It has been found that the complex psychological survey represents an integral trigger for psychological and psychophysiological reactivity of an individual to verbal stimulus in HR strategies within business activity. It has been confirmed that non-contact assessment of information accuracy within the system of psychological safety allows verifying the sincerity of verbal, psycho-emotional, mimics and psychomotor reactions of the personnel.

POSITIVE OBLIGATIONS OF STATES IN CRIMINALIZATION OF DENIAL OF GENOCIDE AND CRIMES AGAINST HUMANITY

The article reviews the problem of positive obligations of states, which they have with regard to criminalization of denial of genocide and crimes against humanity. In particular, provisions adopted by CoE and EU are analyzed, the most recent one of which is the EU framework decision on combating certain forms and expressions of racism and xenophobia by means of criminal law.
