The internal prerequisites in societies “targeted” by “color revolutions” are discussed in the article, along with geopolitical reasons of those who organize such revolutions and the financing sources. The technologies to implement “color revolutions” are presented and analyzed.

In the context of classical concepts of Yujiro Hayashi and Daniel Bell, some problems of “information societies” are reviewed in the article. It is demonstrated that in the aftermath of of geopolitical cataclysms, such as collapse of the USSR, the “information societies” may well disintegrate and thus be classified as “deindustrialized societies”.

INTERACTION BETWEEN THE STATE AND EXPERTS’ COMMUNITY IN THE CONTEXT OF NATIONAL SECURITY

The article discusses issues of State – experts’ community relations in the context of ensuring the national security. Policies implemented in the USA, Turkey, China, Russian Federation, Singapore and France are discussed in the mentioned article, along with the issues of engagement mechanisms of experts’ community in the state governance processes at individual and institutional levels.
On the basis of the study proposals are presented to promote cooperation between the State and experts’ community in Armenia, including for efficiency of the national security system.

KARABAKH CONFLICT IN THE CONTEXT OF THE 1994 CEASEFIRE AND THE WAR OF APRIL 2016

Resume

The Bishkek protocol signed in 1994 and the ceasefire agreement of May 12 are analyzed in the article in the context of current developments of Karabakh conflict. The existing arguments in the trilateral and perpetual agreements signed by the representatives of RoA, AR and NKR and the direct talks between Baku and Stepanakert indicate that Azerbaijan recognized the de facto independence of Nagorno Karabakh Republic. Aggressive military action taken against Artsakh on April 2, Baku's effort to sign a new ceasefire agreement and ambitions to resolve the conflict through military action show that nothing has changed in 22 years and peace must be enforced on the adversary.

THE RELATIONS BETWEEN IRAN AND GEORGIA AND THE FACTOR OF ARMENIA

Recently, a number of notable events have occurred in internal and external political developments of Georgia and Iran, which are presented in the article. New developments in the relations between these two countries are discussed chronologically and with appropriate references. The role and importance of Armenia for Iran and Georgia is also discussed, based on which Armenia could propose trilateral regional cooperation projects. Armenia and Georgia may maintain balance in their relations with EU and Eurasian Economic Union (EAEU), as well as help with transit of Iranian energy and other goods to various European countries.

THE PERSPECTIVES OF RUSSO-GERMAN RELATIONS

The impact of exogenous and endogenous factors on the development pattern of Russo-German relations is analyzed in the paper. The effects of several structural aspects of the global international relations system, as settings where Russian-German relations unfold, are considered among the exogenous factors. The trends of post-Cold War world order transformation are presented in terms of cluster configuration and relative power distribution. The dynamics of economic relations and energy imports/exports, the level of institutionalization of political relations are considered along with other endogenous factors.

SOME ISSUES OF REPUBLIC OF ARMENIA INTEGRATION IN EAEU

The article discusses the foreign trade policy of the Eurasian Economic Union (EAEU) with third countries. The new Customs Code of the EAEU, VAT payments of exporters, and the competitiveness of products are also reviewed. Exceeding the inflation rate established by the EAEU is discussed. Importance of the role of information policy of the EAEU is stressed. The need for reopening Abkhazian railway in the integration of the Republic of Armenia in the EAEU is emphasized in the article along with the significance of new industrialization and cooperation/integration between regions of different countries of the EAEU.

ABOUT THE OPPORTUNITIES TO DEEPEN ARMENIA-EU RELATIONS IN THE AREA OF SECURITY

The decision about Armenia’s membership in the Customs Union on September 3, 2013 led to suspension of Armenia-EU cooperation in a number of areas. However, both EU and Republic of Armenia later expressed a desire to find optimal options for developing relations that would not contradict the obligations that Armenia has committed to under the Customs Union and later the Eurasian Economic Union (EAEU). The authorization provided to European Commission by the Foreign Affairs Council on October 12, 2015 to negotiate a new agreement with Armenia, the start of such negotiations on December 7, 2015 and the process of revising the European Neighborhood Policy that commenced on March 4, 2015 provide an opportunity to Armenia for advancing the idea of new cooperation with the EU.

STRATEGIC CHOICE THEORY AND THE SINO-RUSSIAN RELATIONS IN CENTRAL ASIA

Relations between China and Russia shape new patterns, especially after several important agreements signed in 2014 and 2015. With its economy weakened due to Western sanctions, Russia needs to keep under its influence in Central Asia in the context of regional cooperation. In turn, China needs to secure its energy demands, and take care of the security of the country’s western boundaries in the emerging China-Russia-Central Asia triangle. The main objective of the article is to show how the major powers can design their foreign policy with neighboring countries depending on the global environment and international political shifts. “Strategic Choice Theory” is used as a theoretical framework to examine the Sino-Russian relations.
