The vector of monetary policy is as follows: there must be such a reduction in the refinancing rate and in reserve requirement that the monetary policy with the boost of economy the inflation does not exceed the limit of 5.5%, which is established by the law on the Republic of Armenia State Budget. The Mother See of Holy Etchmiadzin, which had used every possible mean to preserve the existence of the Artsakh Diocese for more than a decade, was no longer able to confront the wayward acts of Azerbaijan’s authorities unleashed and fully supported by USSR central authorities.
