AZERBAIJANI POLICY IN THE AREA OF EXPERTS

Since 2007 a new policy towards the expert circles is formed in Azerbaijan, which was the Azerbaijani government’s response to intensified activities of non-government analytical centers that receive foreign monetary grants and act accordingly. The new policy attempted to exert total control over the local think tanks and use their, as well as similar foreign centers’ potential for propaganda. In parallel, government-controlled think tanks are established with significant government financing to implement fundamental research in socioeconomic area, domestic and foreign policies, as well as actively participate in the anti-Armenian propaganda of Azerbaijan.

TRANSFORMATION OF THE PERCEPTIONS OF TERRITORIAL ISSUES IN THE KARABAKH CONFLICT NEGOTIATION PROCESS

The war unleashed by Azerbaijan in response to the desire of Karabakh people to realize their right to self-determination created a new situation. As a result, territorial disputes arose between Karabakh and Azerbaijan, and options for its resolution have periodically been offered by the mediators.
The purpose of this paper is to consider the transformation of the proposed options for the resolution of territorial disputes during the negotiation process and to track changes in the perception of this issue by the three involved parties. The paper also distinguishes the general trends and provides recommendations or theses aimed at strengthening the positions of the Armenian sides in the negotiation process.
For this purpose, the paper considers the conflict settlement packages discussed since the time of signing the ceasefire in 1994, as well as the statements by senior officials of the three sides made at different times. As a result of the analysis, the main trends are derived and some proposals are presented aimed at reducing the risks and expanding the opportunities for the Armenian sides in the negotiation process.

THE PECULIARITIES OF POLITICAL CONSCIOUSNESS AND CULTURE OF POLITICAL BEHAVIOR IN THE ARTSAKH REPUBLIC

The article analyzes the issues related to political consciousness and behavior of Artsakh society. Based on sociological surveys about Artsakh citizens’ political awareness, it is noted that they have clearly expressed political orientation.
However, it is noted that, despite the relatively high level of awareness of citizens of the Republic of Artsakh, only a small part of the population is involved in daily politics. Public political consciousness is closely linked to the political behavior and is reflected in that behavior. More specifically social behavior is subject to the practical interaction with the political system/environment. This relationship or interaction implies political participation.
Considering that the electorate’s behavior one of the most important aspects of the culture of political behavior, as well as based on the official data for the year 1991-2015 about participation in the general elections and referendums of the Artsakh Republic, the article illustrates the pattern of Artsakh Republic citizens’ level of participation.

The role of the public opinion has extraordinarily increased in political and social processes in the under the development of the contemporary information society. It has determined the development of the public diplomacy. The article investigates the interrelation of the Armenian Public Diplomacy and the image of the state. The necessity of systematization and strategy development for the sphere of Armenian public diplomacy has been outlined as a result of the research.

MONETARY POLICY IN TERMS OF ECONOMIC SECURITY

Inflation control should be systemic, taking into account its seasonality, price trends and forecasts in the international market, as well as its interrelations with key economic indicators: the useful reserve index of refinancing rate, monetization level, exchange rates, foreign exchange reserves and trade balance.
The transition to settlement payments in national currencies in EEU will not only contribute to coordination of inflation regulation, but also will improve the economic activity, stimulate export and optimize the trade balance. In addition, it can eliminate the negative effects of fluctuations in world energy prices on the economy of Armenia.
Taking into account the relationship of inflation and other key economic indicators, consistent and systematic steps are needed to ensure the economic security and improve the effectiveness of monetary policy.

AN OUTLINE OF POSSIBLE DEVELOPMENTS IN THE MONETARY SYSTEM WITHIN THE FRAMEWORK OF ЕAEU

The article discusses possible changes in the monetary system of the EAEU member-states as a result of the accession to this integration structure. The effects of the intended measures for each of EAEU members largely depend on the initial conditions in this area: the current regime of monetary policy, exchange rate regime, the refinancing rate, capitalization and monetization of the economy. The analysis was carried out for these very directions and the potential changes were evaluated in the article.

THE ISSUE OF THE INTERNATIONAL RECOGNITION OF THE ARMENIAN GENOCIDE IN THE EVOLUTION OF ARMENIA-DIASPORA COOPERATION (1991-1995)

International recognition and denunciation of the Armenian Genocide is one of the main directions of Armenia-Diaspora cooperation. In addition to restoring the historical justice, it also has a significant role in ensuring the national security.
After Armenia gained independence, the process of international recognition of the Armenian Genocide received a new momentum in relation to Armenia-Diaspora cooperation in this area. Currently about two dozen countries had recognized it, while in four countries (Switzerland, Slovakia, Greece and Cyprus) denial of Armenian Genocide has been outlawed.
Armenia-Diaspora cooperation in recognition and condemnation of the Armenian Genocide was institutionalized ahead of its 100th anniversary. For this purpose a government commission was established with participation of government bodies and representatives of Diaspora organizations in order to coordinate the events dedicated to the 100th anniversary of the Armenian Genocide. The activities of the commission increased the effectiveness of the pan-national efforts towards recognition of the Armenian Genocide.
